(2.0) OS career profiles, skillsets and material: landscaping, certification & QA

WP objectives

Engage with institutional, national-level and international stakeholders to: (a) Identify and map existing skills profiles and frameworks for Open Science placing an emphasis on on professional roles that support researchers in practising Open Science effectively.

(b) Define Minimum Viable Skillsets (MVS) using relevant OS taxonomies/ontologies

(c) Develop a methodology to support the production of FAIR-by-design learning materials and curricula for Competence Centres, service providers and others.

(d) Develop a quality assurance process for training materials to be piloted with the Skills4EOSC Competence Centres network.

(e) Co-create a community-endorsed quality assessment & certification framework for professional Open Science training and qualifications

GARR will lead WP2, assisted by UEDIN leveraging their estensive know-how and proven track record in this area.

(2.1) Landscaping and mapping skills to professional profiles (M1-36, UEDIN) This task will identify, refine and (where necessary) define career profiles for roles involved in facilitating Open Science leading to a catalogue of profiles, each accompanied by associated Minimum Viable Skill sets (MVS). We will define profiles for the ‘EOSC actor’ roles identified by the EOSC WG Skills and Training and refine these based on recent outputs (e.g. from the OECD, National Platform for Open Science (Netherlands) and the FAIRsFAIR project). The career profiles will identify for each role its mission in relation to FAIR and Open Science, and the main tasks and outputs typically expected. The MVS for each profile will define the competences and proficiency levels needed, including disciplinary variations. These will be defined through consultation via WP5 and WP6, and with the relevant EOSC Association task groups. Emphasis will be placed on roles supporting researchers in practising OS effectively. These profiles with their defined MVS will be made available for open consultation and updated over the life of the project to reflect feedback. The MVS will inform creation of the learning paths and curricula in WP3-6. We will also review, and extend where necessary, relevant vocabularies (e.g. terms4FAIRskills) defining a taxonomy of OS terms and apply these to the MVS.

(2.2) ELSI aspects in OS career profiles, skillsets and material (M1-30, KUL) This task will cover Ethical, Legal and Social Issues (ELSI) in the landscaping and mapping exercise of T2.1. Additionally, it contributes ELSI perspectives in the definition of a methodology for learning material design, certification and quality assurance mechanisms. We will landscape relevant OS regulations, policies and legislative interventions impacting the development of OS skills, QA and certification mechanisms and frameworks. The task will also create a knowledge base enabling creation of user tailored ELSI learning materials, the correct use of IPR & licensing to ensure FAIRness of training material, and ethical and social aspects to ensure the methodology is in line with RRI framework.

(2.3) Methodology for FAIR-by-design learning materials (M1-36, UKIM/GARR) This task will design a methodology for creating learning materials that are findable, accessible, interoperable and reusable, i.e.FAIR-by-design. Relevant measures include using a community endorsed metadata schema building on work in FAIRsFAIR, EOSC Future and RDA ETHRD-IG. Rich metadata descriptions will include links to contextual information about the organisation, delivery and assessment of training which are critical for effective reuse. The methodology will include recommendations on IPR, ownership & licenses and provide guidance on the FAIRification of existing training materials. Support for adoption of the methodology will be provided through a series of train the trainer workshops as well as through the provision of openly available online guidance.

(2.4) Learning materials quality assurance and certification framework (M1-36, UC3M) Informed by T2.2, this task will co-create a quality assurance and certification framework for learning materials, working with WP3-8 to identify community endorsed criteria and governance mechanisms. It will define robust QA processes for the identification of learning needs and outcomes, through to delivery of learning materials and their evaluation. Starting with a review to identify existing quality criteria the task will take into consideration quantitative and qualitative indicators used by training resource catalogues. The framework will take into account the lifecycle of the materials, ensure that training has clear learning outcomes that match appropriate competences in the MVS, are up to date with technology and policy changes, and can be grouped into curricula and lifelong learning programmes. The criteria will be informed by developments in the use of micro-credentials for accreditation, and the task will liaise with existing training catalogues at national and thematic level to ensure a consistent approach with the EOSC-Future training platform.

(2.5) Skills4EOSC Recognition Framework for learning materials quality assurance, certification, and trainers accreditation (M9-36, HK-Dir) This task will consolidate the outputs of the other WP2 tasks and feed them to training pilots carried out in WP3-4-5. Based on stakeholder feedback on the career profiles, MVS, and certification proposals gathered in T2.6 we will work towards a harmonised approach to certification of materials and trainer accreditation, the latter based on completion of a foundation course and qualification derived from train-of-trainer courses developed in T4.1 and T5.1. Work will start with a targeted review of existing train-of-trainer curricula in Open Science and RDM, and of trainer accreditation approaches in related domains. We will also liaise with WP5 and WP8 to seek stakeholder input to and endorsement of the Skills4EOSC Recognition Framework.

(2.6) Monitoring and co-creation (M9-36, PSNC) This task will design and implement a process to gather stakeholder feedback, and monitor the uptake of the WP2 outputs,seeking endorsement of the career profiles, MVS,FAIR-by-design methodology, certification and accreditation approach comprising the Skills4EOSC Recognition Framework. Informed by T2.2, we will identify barriers to adoption and exploitation of the Framework, working with WP2 task leads to devise improvements. We will identify the main criteria for monitoring through consensus across WPs.

For some of the activities in this workpackage, especially in Tasks 2.2 and 2.3, the use of subcontracts for the recruitment of expert trainers and other experts is also foreseen in order to enrich the project training offer.
