3.0 OS training for evidence-based policy and public administration

(a) Design and deliver “Science4Policy” courses targeting researchers, “honest brokers”, civil servants and policy

(d) Provide researchers and “honest brokers” with key competences on OS and communication of scientific output with policy makers, funders and Public Authorities
(e) Empower Competence Centres with resources for “Science4Policy” activities
(f) Demonstrate the power of Open Collections to implement policy goals such as climate adaption, biodiversity conservation, public understanding of science, Covid-research, or nature based solutions in the area of bioeconomy (New Green Deal)

T3.1 Open Science training for policy makers and civil servants (M1-36, GRNET/ HK-Dir) This task will provide training material and deliver training for governmental groups: civil servants, policy makers and agencies. For civil servants, we focus on finding and reusing open scientific/research and public data relevant for public administration. Policy makers and agencies will be trained in data acquisition, management and analysis, promoting use of open scientific data for evidence-based policy making, as well as skills to engage scientists. We will build on best practices such as the Joint Research Centre (JRC) Evidence forPolicy course. ToT sessionsfor the Competence Centres and pilots will be delivered. Trainings will be mainly at national level; each partner in this task will deliver at least 1 event. Training material will be based both on general OS principles as well as concrete best practice examples for policy makers and civil servants.
T3.2 Learning paths for researchers and “honest brokers” on OS and communication of scientific outputs (M4-36, INGV) This task will design & deliver learning paths for researchers and “honest brokers”1 on how Open Science can encourage use of research outputs by policy makers and public administration. We will develop guidelines for communication by researchers and strengthen the role of the “honest broker”. We will build on existing practices such as the JRC Evidence for Policy course. The materials will be used as base for ToT sessions within the Skills4EOSC Competence Centre Network.
T3.3 Science4Policy kit development (M6-36, GARR) This task will design and deliver a kit including best practices based on use cases for “Science4Policy” that CC experts can use as resources to build their “Science4Policy” courses and activities. The kit will be built by leveraging on selected practices and initiatives in Europe such as the CienciaenelParlamento2 in Spain and Scienza in Parlamento3 Italy, or the ITA reports and dossiers4 in Austria; in order to do so, this task will liaise with several initiatives such as the ToT community fellow of the JRC Evidence for Policy course, where GARR and UNITO are members, and with the “School forScience In Decision processes and negotiation” organised by CNR https://school4sid.cnr.it/.
T3.4 Open Collections for policy goals (M6-36, NHMW) This task will collect case studies on how Open Collections promote policy goals especially at the European level; the results will be communicated in the form of booklets and through a Round Table for Parliamentarians and policy administration in Brussels. This task will liaise with projects working on the definition of workflows and Research Infrastructures for virtual access of Museum Open Collections (DISSCO5 and Synthesis6)
T3.5 Workshops “The Practice of Informing Policy Through Evidence” (M12-36, UNITO) This task will implement at least 1 workshop for researchers to increase their impact when engaging with policymakers. This workshop will follow “The Practice of Informing Policy Through Evidence” workshop programme, which has been developed by the JRC. This task will design the workshops by including elements to show how the uptake of research outputs by policy makers and public administration can be encouraged by researchers adhering to OS practices.
T3.6 ELSI elements in OS training for evidence based policies and public administration (M1-36, KUL) This task focuses on the ELSI elements to be embedded in WP3 tasks. In particular it will address ethical and social aspects, IPRs, PSI, Open Data, licensing, data protection, database rights, etc that will be translated into specific training materials including fact-sheets, guides, FAQs, tool-boxes that will be tailored specifically to the needs of the targets addressed by this WP, from researchers to policy makers and civil servants. The results will be included into the training material from T3.1, kit developed in T3.3, and will be used to complement the realisation of the Workshop in T3.5.
For the tasks of WP3, the use of subcontracts for the recruitment of expert trainers and other experts is also foreseen in order to enrich the project training offer.
